Ms. Rupert has brought over from her own Merchants on Long store in Cape Town more than a taste of her native South Africa. Alongside her own Okapi brand of bags, made from skins sourced from sustainable farms and each identified with a Springbok horn, a South African talisman, are the fruits of African designers she supports.

There are tailored tribal print jackets, hip T-shirts and Liberty print scarves, their patterns hand-beaded. That handcraft goes too into an intricately beaded painting, a funky radio, enlisting silent auction bids, and Mohawk cuffs in bright colors from shocking pink through green, blue and yellow. “I moved back to South Africa after several years of living in Europe to start my Okapi handbag line,” explained Ms. Rupert. “I am very interested in the ‘Made in Africa’ brand and the challenges of creating a brand entirely made on one continent.

“It was through doing this that I discovered several artisans who I felt could be given better representation locally and abroad,” she continued. “I also knew of African brands that were selling well internationally but were not available in Africa itself. I am very patriotic and this does tie into why I would only be interested in marketing African brands. There is also an ethical consciousness to my thinking.”

"Specifically, the store will offer a large assortment of crafting, floral, laughing Buddha,seasonal accessories, finished home-decor items, and a large selection of fabrics for apparel, crafting and home decorating."

But Jo-Ann is not the only business joining the Rochester Crossing plaza, located off Exit 13 on the Spaulding Turnpike.

The GNC nutritional supplement center is planned for opening this summer, in a small space in the corner of the plaza opposite from Kohl's, said Karen Pollard, deputy city manager and economic development manager. The building is already there, said Pollard, and the business is ready to move in after a few renovations.

Next to Maurices clothing shop, another business, most likely a restaurant, is moving into the former Fashion Bug location. While Pollard said the space is in the final stages of negotiations, Planning Secretary Marcia Gasses said Buffalo Wild Wings is hoping to move in, although the timeline for that project is not certain.

On April 2, the Planning Board approved plans for an undisclosed retailer to move in to the space next to Jo-Ann and GameStop. While that parcel has initially been approved for a 5,500-square-foot restaurant in 2006, a retail building of 12,500 square feet will be built instead. Because of ongoing negotiations with the tenant, the identity of the prospective retailer cannot be disclosed at this time, said Pollard.

In addition to approving the site plan amendment on April 2, the Planning Board also gave blanket approval for converting any existing building in the plaza into an office, retail sales, retail service, business service, or restaurant use without separate approval by the Planning Board, as long as the number of required parking spaces does not exceed 1,521. This approval does not pertain to Lowe's or Kohl's, and the Planning Board will have 24 hours to review such decisions.

According to Pollard, blanket approvals such as the one given by the Planning Board for the shopping center makes economic development a much smoother and more flexible process.

"I would love to see us do more of that," said Pollard, home decorators, who said that those working in the retail or development industries try to get fast answers about whether they are allowed to do something.

Pollard said that after Jo-Ann, GNC, the undisclosed retailer, and potentially Buffalo Wild Wings move into the plaza, Rochester Crossing will only have one available parcel for lease. The 5,000-square-foot lot, located across from Kohl's, has been approved for a restaurant use, said Pollard. The lot does not currently have a building on it, and it is still not certain when a restaurant, or another use with the Planning Board's approval, would join the plaza.

While Rochester Crossing is getting close to being 100 percent leased, plans to develop land near Walmart on Route 11 are still in the works and being negotiated, said Pollard.

The Granite Ridge Development District, off Exit 15 on the Spaulding Turnpike, has land available for economic development on either side of Walmart, craft stores and after a sufficient number of prospective tenants have signed on, plans will be ready to go before the Planning Board.

"We are talking to quite a few retailers and developing companies," said Pollard.

The cancer society already said women 30 and older could use both tests, but draft recommendations issued last fall by the task force, which advises the government, didn't include that option. The task force has since reviewed additional evidence and rewrote its final guidelines so that the medical groups now agree.
